非常感谢这个兄弟@lucle的建议，再次检查listing，删除所有侵权词，把标题描述写得很简单，图片也改了，后面再一次申诉（用同样的发票）通过了，前前后后总共申诉3次，耗时16天。
有个服务商报价9K+吓了我一跳，最近也是非常煎熬，1000+的rating，翻新可惜而且还有风险，最近还有2000个正在入仓了，所以还是得坚持去申诉，还有就是把不可售的移除的时间设置为60天，这样就多一些的时间去申诉，希望对后面的有同样问题的人有帮助。
